ARMA Director Presents Two-Year Scorecard On Road Infrastructure Development In Anambra

The Managing Director and CEO of the Anambra State Road Maintenance Agency (ARMA), Engr. Obinna Nduka, has presented a detailed report of the agency’s achievements in road maintenance and infrastructure development over the past two years, under the leadership of Governor Charles Chukwuma Soludo.

Engr. Nduka’s progress report, delivered during a live broadcast on “Talk with the Commissioner” on the Anambra Broadcasting Service (ABS), Awka, highlighted ARMA’s significant strides in improving road infrastructure and addressing long-standing road challenges across the state.

The Director emphasized the central role that ARMA has played in tackling these road challenges, particularly through its collaboration with local government mayors, contractors, and vendors in the “Zero Potholes” campaign. This initiative, which aims to eliminate potholes and improve road conditions across Anambra, has proven to be a cornerstone of Governor Soludo’s administration.

According to Engr. Nduka, a key element to the success of the initiative has been ARMA’s partnership with all 21 Local Government Areas (LGAs) in Anambra, enabled by the newly passed Anambra State Local Government law.

“Under this law, ARMA has launched the “Operation Zero Potholes Initiative,” which directly involves local contractors and vendors in road repairs, empowering them with technical training and support,” he said.

“The goal of Operation Zero Potholes is to build local capacity,” said Engr. Nduka. “By providing our local contractors with the right skills and tools, we’re ensuring that road repairs are carried out more effectively and sustainably.”

In line with the Anambra State Bureau of Public Procurement Agency’s (ASBPPA) standards, ARMA has implemented a transparent bidding process for the selection of contractors and vendors, ensuring that only qualified and capable parties are entrusted with road maintenance projects. This process has raised the standard of service delivery while promoting transparency in the execution of road repairs.

Engr. Nduka also acknowledged the critical role the media has played in keeping the public informed about the agency’s efforts. ARMA’s community outreach, especially during the rainy season, has been pivotal in educating residents on the importance of maintaining roads and drainage systems to prevent damage and flooding.

He further reassured the public that the “Zero Potholes” initiative is an ongoing program, funded by taxpayers’ money and driven by ARMA’s strategic partnerships with both state and local governments. “Our capacity to act swiftly and efficiently is thanks to the resources available to us and the partnerships we’ve formed at all levels of government,” Nduka said.

The Director outlined some of the key achievements of ARMA in road maintenance over the past year. From 2024 to 2025, the agency rehabilitated a total of 113,000 square meters of road, which is equivalent to approximately 15.4 kilometers of repaired roads. In addition to this, ARMA has constructed 4 kilometers of drainage systems and graded 44 kilometers of local roads in collaboration with local government authorities and stakeholders.

Engr. Nduka also took the opportunity to express his gratitude to Governor Soludo for his unwavering support for ARMA’s work. He reiterated that the agency’s objectives align closely with the Governor’s vision for Anambra, one that emphasizes sustainable infrastructure development for a more livable and prosperous state.

“Governor Soludo’s vision for Anambra is one of progress and modernization, and ARMA’s mission fits perfectly within that framework,” Nduka said. “Together, we are not just fixing roads; we are building a state where infrastructure is in harmony with its growth potential.”
