Customs announces takeoff of tax-free imports

The Nigeria Customs Service Board (NCSB) has officially announced that imported goods valued at $300 or less are now exempt from import duties and taxes, starting today, Monday, September 8, 2025.

This new policy, introduced as part of the board’s 63rd regular meeting chaired by Minister of Finance Wale Edun, establishes a De Minimis threshold to simplify customs clearance for low-value consignments, e-commerce shipments, and passenger baggage.

Goods valued at $300 or less will no longer be subject to customs duties or related taxes, provided they are not on Nigeria’s list of prohibited or restricted items.

This include, express shipments, e-commerce consignments, and passenger baggage. Individuals can benefit from up to four tax-free importations per year.

Consignments meeting the criteria will be cleared immediately without the need for post-release documentation.

The policy aligns with global trade best practices, including frameworks like the World Trade Organisation (WTO) Trade Facilitation Agreement and the World Customs Organisation (WCO) Revised Kyoto Convention.

It is also grounded in the Nigeria Customs Service Act, 2023, specifically Sections 3(c & d) and 158 (5 & 6).

This initiative aims to boost cross-border e-commerce, reduce delays, and position Nigeria as a leader in regional trade facilitation. It is expected to benefit small-scale traders, online retailers, and travelers by cutting costs and simplifying processes.

However, Customs Public Relations Officer Abdullahi Maiwada warned against abuse of the system. Penalties for non-compliance, such as invoice manipulation or duty evasion, include forfeiture, arrest, and other sanctions as outlined in the NCS Act, 2023.

To support smooth implementation, the NCS will launch multi-channel helpdesks to assist stakeholders, provide compliance guidance, and resolve complaints. This step is expected to enhance transparency and encourage ethical practices while driving economic growth through trade facilitation.
